It is worthwhile for the developer to note that ZETDC will negotiate PPAs for projects which have competitive tariffs and are needed to meet its future energy requirements as guided by its load forecast. Such agreements shall be subject to approval by ZERA.

The following are stages prior to negotiations of a PPA:

  • Full feasibility study
  • Grid impact studies by ZETDC
  • Signing of the requisite Transmission Connection Agreement (TCA)
  • ESIA for both power plant and transmission works
  • Full business plan and financial modelling
  • Licence from ZERA

Approvals

ZETDC shall review all proposals, designs, specifications and drawings produced by the developer to ensure compliance with ZETDC’s requirements and will bring to your attention any failures or shortcomings in this regard. The administration fees cover such reviews.

Supervision of construction works

ZETDC shall assist in supervision of construction works for the interconnection facilities at ZETDC standard rates. These costs are covered under the administration fees.
